During the start of the vault, the white people were moved to the proper vault and would live their lives pretty happy, slowly indoctrinated about white supremacy and taught to prepare themselves to conquer the wastelands as the master race In America.
The Mixed races were moved to the lower levels and would be used for labor, digging out more vault space underground, and used for experimentation, they too would be indoctrinated about being the subverant race and taught to live and die for the white saviors.

This gives me an idea for a cursed AU Misato is the biological mother of Shinji, Asuka and Rei. Gendo is still Shinji’s father. Asuka’s father is an unknown German American. And Rei’s dad is a random Japanese man.
