During the start of the vault, the white people were moved to the proper vault and would live their lives pretty happy, slowly indoctrinated about white supremacy and taught to prepare themselves to conquer the wastelands as the master race In America.
The Mixed races were moved to the lower levels and would be used for labor, digging out more vault space underground, and used for experimentation, they too would be indoctrinated about being the subverant race and taught to live and die for the white saviors.
Seen above a generation 3 girl who is trained to be a bodyguard for a Shota white male, she was "gifted" to him on his 8th birthday as a friend and bodyguard, when they are older is more likely she will carry his children
The overseer and head scientist was a Former Nazi woman who enjoys her job teaching the next generation.
Vault End Goal, to create a good generation of Aryan Soldiers for the Enclave Project and of course keep up human experimenations to provide all help to survive the wasteland.
One of the first acts the Overseer did was alter all Uniforms to Add a 1 and 8 to the front and End (hence the picture)
(real talk, feels like a legit vault experiment, a varient could have different race numbers, and perhaps black supremist overseer and flip all situations. Similar to how Vault 68 and 69 are reverses of each other. )
lol that's kind of how I played Fallout Shelter. I made sure that every white male vault dweller had a black and brown wife.
