what software for tattoo edits and where to get tattoo pngs?

Whilst Photoshop is better for most things GIMP can work if you know how. Displace maps specifically can be used to do the warping of the tattoos and It's not difficult once you get the hang of it.

Honestly, it depends on what you're comfortable with to start off.

GIMP is free while giving a lot of solid options. It's not as advanced as something like Photoshop but given some practice you can do quite well with it. It was my go-to for edits when my PC was still working. It takes a lot of practice and looking up features though.

Photoshop is obviously a great choice. There's a reason why so many artists use it. I don't have a lot of experience with it, so I can't say much.

As for resources like PNGs and stuff, the booru itself has a large number of them if you look in the pinned forum posts. Whenever I did any edits I used those and made some of my own. Honestly, you can't really go wrong with either option so pick which one suits your circumstances better.
