Editor here. I've made a lot of personal stuff but I haven't developed to a quality that's good enough to post here. (Warping is my primary enemy.)
That being said, I've had plenty of tattoo ideas, but I don't know how to make them, at least those that aren't simple text or turning a He111 or Panzer IV into a silhouette. What tutorials or programs do I look at for stuff a bit more complex, like the Nuke tattoos, for example?

That should be fairly simple. Use literally anything that supports a transparent background. They almost always have fonts like the nuke tattoo uses. I can make a basic tutorial just looking at it (I'm guessing it's the one on nuke_tattoo.) and say it's a spherical lower half, with the top of the sphere cut off and replaced with a custom shape made using line tools, likely four lines with bends used midway to define it properly. Then select half of the image, and use a paintbucket to fill it with the desired color, using the shape you created earlier to prevent overflow into the BG. Then unselect and wipe the space for the text using the line tool, holding shift so it's perfectly straight. Fill that area with the desired text and upload it as a template. It's not a big deal, really. It's about being creative enough to come up with the design in the first place, I'd say.
Just like you, I pretty much can't warp, but that much should be fairly easy.
Places like PNGWing can help you find out different templates to use. For certain tattoos like the Nuke one that require a cut out. Input your text on a separate layer. Line it up however you want. Do a selection of it and then hit contract (or however you shrink the selection on non PS platforms). Afterwards hit delete and you should have an outline of the text over the template.
