That should be fairly simple. Use literally anything that supports a transparent background. They almost always have fonts like the nuke tattoo uses. I can make a basic tutorial just looking at it (I'm guessing it's the one on nuke_tattoo.) and say it's a spherical lower half, with the top of the sphere cut off and replaced with a custom shape made using line tools, likely four lines with bends used midway to define it properly. Then select half of the image, and use a paintbucket to fill it with the desired color, using the shape you created earlier to prevent overflow into the BG. Then unselect and wipe the space for the text using the line tool, holding shift so it's perfectly straight. Fill that area with the desired text and upload it as a template. It's not a big deal, really. It's about being creative enough to come up with the design in the first place, I'd say.
Just like you, I pretty much can't warp, but that much should be fairly easy.
