Sounds reasonable until you realize everyone’s perception is based on limited information. North Koreans believe they’re the greatest civilization in human history because that’s what they’re expected to believe and they don’t know anything else. That doesn’t make it true or even valid. The reverse is also true; white liberals hate their own country because they don’t realize how good they have it.
Honestly in the game of civilization it’s not a matter of civility, what matters is what gets results. It doesn’t matter how moral or civilized Muslims, Africans, American Indians or whoever perceive themselves to be, if they’re doing something that wastes resources (including human lives), makes people afraid or weak or prone to infighting, is unhygienic, or forego certain social or technological pursuits because they’re afraid or too prideful, that puts them at an objective disadvantage.

Information is limited of course, even nowadays it is, with Internet there are a lot of fake information, which is invalid from the start. And yet, it doesn't change the fact, that one nation may see people with other culture as noncivilized because of different values. As you may see tribal residents as uncultured, they may see you as uncultured too.
