Nah, 18’s got a (close to) bowl cut, nondescript tights, a G for Gero on her coat, and Toriyama’s characteristic angular faces. Not only are these details missing here (uneven haircut, detailed tights, no Gero symbol, rounder face), she has Cammy’s cowlick and her iconic Shadaloo gauntlets. So yeah, it’s everyone’s favourite SF Brit.
