The hair has to be at the point beyond the shoulders, if it's around shoulder length then it's best to tag medium hair, if it extends way past the waist, then it's very long hair. If the artist is feeling absolutely bonkers and the characters hair is longer than my life expectancy (longer than the character itself) tag absurdly long hair
