mass update cant_see_the_haters -> can't_see_the_haters

There is no reason we should have the exact same tag twice, but with and without a comma. All it does is make any post with either one of these tags harder to find.

same but seems like this booru actually sorts them out. It's annoying on other sites where there will be like 5 tags for the same thing.
