Seriously, why do black people were so good back from 60's up to 90's?

People like Thomas Sowell (a black man himself), talked a lot about the culture of different races and ethnicities. That sort of Ghetto, Impoverished culture isn’t exclusive to black people, but they’ve certainly embodied it far more intensely and encompassing than probably any other race. White farmers in the Southern US, the Scottish and Irish-Americans were all held in a similar disdain but eventually grew out of that bad image by learning from their neighbors. Even the blacks who integrated into American society after segregation started to detest blacks of the lower class.
It truly is a mystery as to why blacks can’t seem to shake off their ghetto and thuggish image. So much of a mystery that plenty of blacks invented a religion that pins the blame on “Yakub” who genetically engineered white people to oppress his people because they made fun of his big head. No, I am not making that up.

It's not. Blacks get away with exactly how much we let them get away with, just like any other people. The single motherhood rate among blacks is the best example of that. It use to be lower than the current modern white single motherhood rate in the 1950s. Humans like all animals can be broken and tamed. Weather it was slavery or colonization, white people were always able to keep blacks under control when they wanted to. Shitlibs and jews just want blacks to run free in modern society, so that is how they are.

But why are they singularly incapable of becoming aware of that? Some of them certainly manage to.

The aren't, in the absence of order all people devolve to their lowest average, it's just blacks are lower than others. latinos still make gangs and stuff in usa, just not as much as blacks, and pajeets and especially pakis and muslims still do bad stuff in europe. Muslims are actually the best example of this, even more so than blacks. Look at how muslims behave in europe, and they are almost as bad as negros there, meanwhile in their Muslims countries that have super strict order, like cutting of their hands if they steal, they all have low crimes rates. UAE, Saudia, and those other gulf states all are really safe and orderly societies because they have zero tolerance. Blacks are incapable of maintaining order by themselves like muslims, but still benefit the same when that order is enforced on them by other groups like rhodesia. Once again, humans like all animals respond to punishment and rewards, it's just some humans, like asians and whites, dont need as harsh punishments like cutting of their hands, to stop them from stealing, because they are naturally just better and more civilized.

I suppose that makes sense. I can’t determine whether to attribute it to the people or the culture. I’m not quite cynical enough to fully believe they are incapable of bettering themselves. I can see why people would think that though.

It is both, people make a culture, just like the mother bird makes the nest for it's eggs. You can force a culture onto people, too, tough.
