From my understanding it's because when this booru was created a lot of the founding userbase were here for a nazi/facism fetish rather than a white alternative to blacked and the roots are so deep that even now that we're so far removed from those early days that there's a sub community of die hards that refuse to let their fourth riech die.
Most newer users who come here just get sick of the amount of AI blacked or " BBC " hentai that shows up on R34 , RP spaces , etc that they start seeking a white alternative and arrive here and as thus the kink has overtime become a less of a safe haven for facism fetishists or geniune neo-nazis.

I think (hope) that a lot of the people who engage on this site and proclaim to be racist still aren't actually projecting their real values on the forums even when asked directly if they are.
I think most people see their entire presence on this website as "part of the kink" since they're still anonymous and are ultimately here to partake in the kink not for serious discussions, and so even when they say things like "I'm unironically racist, burn the jews!" etc I think (hope) most of them are still roleplaying despite claiming they're not, because claiming they're not roleplaying is "part of the roleplaying."
In real life it's easy to see why it's important to clarify intent and distinguish what is roleplay from reality since the potential consequences of mistranslating those things are immediate and potentially career-or-life ending, but on the internet you're anonymous and completely removed from practically all potential consequences of making someone else think your roleplaying is authentic conviction, so most people just don't feel a need to make that clarification in favour of diving deeper into the kink and using the not-real risk of saying it "unironically" as fuel to spice up the roleplay.
TL:DR people don't care about how they're perceived on the internet so lots of people will pretend to be serious about being racist even when they're not because that'sthekink.jpg and they don't really have much incentive not to since "all" that gets you is serious discussions and that's not what you're usually here for. This makes it look like there are a lot more "genuine racists" than there really are because they blend in with the real ones.
